BANGUI (Reuters) - Rebels in the Central African Republic said on Saturday they had seized another town in a push towards the capital Bangui in defiance of calls from regional leaders to halt their advance and accept peace talks.
The rebels said the call for negotiations was another excuse for President Francois Bozize, who seized power in a coup in 2003, to buy more time and cling to power.
"The people of the Central African Republic ... do not have that much time to waste in long negotiations which in the end will benefit General Francois Bozize in his will to hold on to power beyond 2016," the rebels said in a statement.
"Our objective is simple: change the misrule of General Francois Bozize by force or through dialogue. And if it is through dialogue, then it will be a consensual solution, involving all components of the political and social life of our country," said the rebels, known as the Seleka alliance.
Long-running instability in landlocked CAR, roughly the size of former colonial master France, has discouraged major investment in its timber, gold, uranium and diamond deposits.
A mix of local rebellions, banditry, ethnic tensions and the spill-over of conflicts in neighbouring Chad, Sudan and Democratic Republic of Congo has undermined efforts to stabilise the nation which has suffered misrule since independence in 1960.
Regional heads of state of the 10-nation Central Africa bloc on Friday demanded the rebels pull back their forces to original positions and accept talks with the government within a week.
The alliance, composed of splinters from previous rebellions, has complained that Bozize has failed to implement the terms of a 2007 peace accord, which include payouts to rebels soldiers.
The rebels have captured nine towns in their two-week push towards the capital, including the diamond-mining town of Bria in the centre of the country, meeting little resistance from the ill-equipped government forces.
The statement, signed by Justin Mambissi Matar, secretary general for the alliance, said they took the town of Ippy about 500 km (300 miles) from the capital on Friday.
The government of the Central African Republic was not immediately available to comment on Saturday.
The rebels also warned neighbouring Chad against intervening in the conflict after Chadian troops were deployed into the country to help stop the rebel advance, following a request from President Bozize.
"To our knowledge, neither the African Union nor the UN Security Council decided on a resolution authorizing Chad to go shoot Central Africans," the statement said.
President Bozize took power originally with support from Chad President Idriss Deby and has called on Chad on several occasions to help fight off rebellions.

MOSCOW (AP) ? Russia's foreign minister says Moscow would welcome any country's offer of a safe haven to Syrian President Bashar Assad, but underlined that Moscow itself has no intention of giving him shelter if he steps down.
Russia has repeatedly used its veto right along with China at the U.N. Security Council to protect its old ally from international sanctions, but it has increasingly sought to distance itself from Assad.
Foreign Minister Sergei Lavrov told reporters late Friday that countries in the region he wouldn't name publicly had asked Russia to convey their offer of a safe passage to Assad. He said that Russia responded by telling them to go directly to Assad: "We replied: 'What do we have to do with it? If you have such plans, you go straight to him.'"
Asked if Moscow could offer a refuge to Assad, Lavrov responded that "Russia has publicly said that it doesn't invite President Assad."
"If there is anyone willing to provide him guarantees, they are welcome!" Lavrov told reporters on board a plane returning from Brussels where he attended a Russia-EU summit. "We would be the first to cross ourselves and say: "Thank God, the carnage is over! If it indeed ends the carnage, which is far from certain."
Lavrov also said the Syrian government has pulled its chemical weapons together to one or two locations from several arsenals across the country to keep them safe amid the rebel onslaught.
"According to the information we have, as well as the data of the U.S. and European special services, the government is doing everything to secure it," he said. "The Syrian government has concentrated the stockpiles in one or two centers, unlike the past when they were scattered across the country."
U.S. intelligence says the regime may be readying chemical weapons and could be desperate enough to use them. Both Israel and the U.S. have also expressed concerns they could fall into militant hands if the regime crumbles.
Lavrov gave no indication that Moscow could change its opposition to sanctions against Assad. He assailed the West for failing to persuade the opposition to sit down for peace talks with the government, saying that "the Syrian president's head is more important for them than saving human lives."
Lavrov added that U.N. peace envoy for Syria, Lakhdar Brahimi, would visit Moscow for talks before the year's end.
He said that Moscow has also invited the revamped Syrian opposition leadership to visit.
"We are ready to honestly explain that the emphasis on a military solution and the dismantling of the state institutions is disastrous for the country," he said. "Listen, there will be no winner in this war."

NEW YORK (AP) ? U.S. stock futures are moving sharply lower after GOP leaders unexpectedly postponed a vote on legislation that would raise taxes on wealthier Americans, bringing the country closer to the so-called fiscal cliff.
Dow Jones industrial futures are down 163 points to 13,104. The broader S&P futures have given up 19 points to 1,421.60. Nasdaq futures are down 34.50 points to 2,665.50.
House Speaker John Boehner conceded late Thursday that there were not enough votes from GOP lawmakers for his plan that would have allowed higher tax rates for loftier income ranges.
That went against a hardline pledge from House Republicans to prevent any such increase.
If no deal is reached, tax hikes will occur at the start of the year along with deep spending cuts, which could trigger a recession.

NEW YORK (Dec. 20, 2012) -- Diagnosed with severe coronary artery disease, a group of patients too ill for or not responding to other treatment options decided to take part in a clinical trial testing angiogenic gene therapy to help rebuild their damaged blood vessels. More than 10 years later, in a follow-up review of these patients, doctors at Baylor College of Medicine, Weill Cornell Medical College (where the clinical trial and review took place) and Stony Brook University Medical Center report the outcomes are promising and open the door for larger trials to begin.
The study, which appears online in the journal Human Gene Therapy, followed 31 Weill Cornell patients who were diagnosed with severe coronary artery disease and were given a direct injection into their heart muscle of gene therapy called adenovirus encoding angiogenic growth factor, or AdVEGF121. Study results show the five- and 10-year survival rate of those patients were just as good and, in some cases better, than what is seen in other groups with similar heart issues treated with traditional medical therapy.
"The results of this 10-year gene therapy study are important," said co-senior author Dr. Ronald G. Crystal, chairman and professor of Genetic Medicine at Weill Cornell Medical College. "After long-term follow-up, the patients who received angiogenic gene therapy appear to have improved outcomes. The study results give us greater insight into the safety and effectiveness of gene therapy to rebuild blood vessels in patients living with coronary artery disease."
"At the time when the trial began, there were no comparisons available to tell us what to expect, which is why we are so pleased with the results," said co-senior author Dr. Todd Rosengart, professor and chair of the Michael E. DeBakey Department of Surgery at Baylor College of Medicine, formerly of Stony Brook University Medical Center. "We only had an idea of what the outcome might be based on promising studies in the lab, so there was concern, but those who received this treatment really had no other treatment options."
The common treatment for severe coronary artery disease is coronary artery bypass surgery, which works by redirecting blood flow around the diseased or blocked area of the heart. However, for those involved in this trial, the blood vessels that normally would be used to redirect the flow of blood were not healthy enough to do so.
In the study, patients were divided into two groups. Group A received both conventional coronary artery bypass grafting and gene therapy, while group B received only gene therapy. There was no control group. The gene therapy helped rebuild weak and damaged blood vessels in these patients. Medical records, follow-up interviews and questionnaires were used to determine patient outcomes. For Group A, the survival rate was 40 percent and Group B was 31 percent at the 10-year follow-up mark. Of the 18 patients who died, causes of death ranged from cancer to cardiac related issues.
"While there were health issues that needed additional treatments, such as cardiac revascularization and implantable cardioverter-defibrillators among both groups, overall this group of individuals had an outcome greater than what we believe they would have if they had not received the gene therapy," Rosengart said.
"We found no evidence of safety issues that resulted from the gene therapy," Crystal said. "Given the concerns about gene therapies during the time when this trial originated, this is one of the very few long-term gene therapy studies that is very encouraging from a patient safety basis."
According to researchers, the next step is further research to study larger groups of patients and to create a placebo control study to compare outcome results. Weill Cornell Medical College, Weill Cornell Medical College-Qatar and Baylor College of Medicine are collaborating on a new clinical trial currently in the planning stages.

BOSTON (AP) -- Weeks after a critical West Coast port complex was crippled by a few hundred striking workers, the East Coast is bracing for a possible walkout numbering thousands that could close 15 ports from Massachusetts to Texas.
The latest talks between shipping companies and dockworkers broke down Tuesday, less than two weeks before the contract expires Dec. 29, leading to worries a strike was inevitable.
The National Retail Federation wrote to President Barack Obama this week to ask him to use "all means necessary" to head off a strike, which they fear could have catastrophic ripple effects nationwide. "We foresee this as a national economic emergency, to be honest," said Jonathan Gold, the group's vice president of supply chain and customs policy.
Gold said billions in commerce at countless businesses nationwide could be affected, from auto manufacturers awaiting parts to the truckers that deliver them.
Ingrid Hirstin Lazcano, founder of the Los Angeles-based Andean Dream LCC, said a strike on the East and Gulf Coasts could bankrupt her company, which sells soups, pasta and other products made from quinoa, a grain, grown in the Bolivian Andes.
The company has two containers shipped monthly to both Los Angeles and Philadelphia, and Lazcano said she's still recovering from the eight-day strike of 450 clerical workers at the Los Angeles-Long Beach port complex, which ended Dec. 4.
"If the strike does happen, we will be paralyzed," she said. "We will not be able to fill orders."
James McNamara, spokesman for the International Longshoremen's Association, said the union knows what's at stake for others but must protect its membership.
"We offer the labor that keeps the commerce moving," he said. "If management doesn't appreciate or respect the labor that has made them a lot of money, then we have to do what we have to do."
A strike wouldn't affect passenger cruise ships, U.S. mail, military cargo or perishable cargo with a limited shelf life. It also wouldn't affect non-container, or break bulk, cargo such as steel, wood products and cars.
The longshoremen's union represents 14,500 workers at the 15 ports, which extend south from Boston and handle 95 percent of all containerized shipments from Maine to Texas, about 110 million tons' worth. The New York-New Jersey ports handle the most cargo on the East Coast, valued at $208 billion in 2011. The other ports that would be affected by a strike are Boston; Delaware River; Baltimore; Hampton Roads, Va.; Wilmington, N.C.; Charleston, S.C., Savannah, Ga.; Jacksonville, Fla.; Port Everglades, Fla., Miami; Tampa, Fla.; Mobile, Ala.; New Orleans; and Houston.
The impasse comes during a 90-day extension of the current contract. On Tuesday, a federal mediator offered another monthlong extension. Various issues, including wages, are unresolved, but the sides couldn't agree on what's become the key sticking point, container royalties.
The royalties are payments to union workers based on the weight of cargo received at each port. They were created in the 1960s to boost wages and finance worker benefits after increased automation cut down salaries and jobs, making it impossible for the dwindling labor force to finance its benefits, McNamara said.
The container carriers and port operators, represented by the U.S. Marine Alliance, want to cap the royalties at 2011 levels, saying they've morphed into a huge expense, totally unrelated to their original purpose, which hurts the industry's competitiveness as it tries to keep up with new technology. The alliance says the royalty payments now amount to a bonus averaging $15,500 annually for East Coast workers who already earn more than $50 per hour.
The union says the payments aren't a bonus, they're an important supplemental wage. It argues that in its previous contract, management agreed to remove the royalties cap in exchange for being allowed to use $42 million of royalty payments to cover a previously negotiated wage increase. There's no way the union can allow the alliance to revive the cap now and accept the cuts in worker income and union revenue, McNamara said.
The sides have traded charges of inflexibility, though both also point to a history of cooperation since the last East Coast-wide strike in 1977. No one has ruled out renewing talks.
But with time so short, companies are pushing up shipment dates or finding alternative transportation, said Steve Lamar, executive vice president of the Washington-based American Apparel and Footwear Association.
Companies are already worried about restocking after the holidays, and some are still dealing with the effects of the West Coast shutdown and Superstorm Sandy, he said.
"You've already got companies and ports and trade that have been battered by a couple of situations over the last couple of months, and we still have this uncertainty," Lamar said.
In Philadelphia, port executive Robert Blackburn estimates a strike could affect 60 percent of the tonnage the port handles.
"Frankly, there's not a lot we can do except that hope that cooler heads prevail and, if they don't, perhaps there will be intervention by the president," Blackburn said.

WASHINGTON (AP) ? An Army general will face court-martial on a series of sexual misconduct charges, including forcible sodomy, in connection with several illicit affairs, and could receive life in prison if convicted, the Army said Tuesday.
Included in the allegations against Brig. Gen. Jeffrey Sinclair are that he carried on affairs with and mistreated subordinate officers and later tried to impede the investigation of some of the offenses by deleting nude photos and other emails.
The case is the latest in a series of missteps by military leaders: At least five current and former generals at the rank of one-star or higher have been reprimanded or investigated for possible misconduct in recent months.
The five pages of allegations involved Sinclair's conduct with five women who were not his wife.
A 27-year Army veteran who served five combat tours, Sinclair is charged with eight crimes, including one count of forcible sodomy; two counts of wrongful sexual conduct; six counts of inappropriate sexual relationships, and eight counts of violating regulations. The charges involve activities when he was in Afghanistan, Iraq, Germany and at Fort Bragg, N.C., and they include violating what's known as General Order No. 1 ? possessing alcohol in a war zone.
Sinclair is also charged with disobeying orders, including an order from Maj. Gen. James Huggins, his superior officer, to cease contact with one of the women. The charges allege that Sinclair willfully disobeyed the order by calling the woman's cellphone.
Army officials said Tuesday that Lt. Gen. Daniel B. Allyn, commander of the 18th Airborne Corps, has referred the case to a general court-martial, and the arraignment is set for Jan. 22 at Fort Bragg, N.C.
The court martial announcement was made early in the day Tuesday, but the charges were not released until much later. Throughout the Sinclair case, Army officials have been slow to release details of the allegations, which are routinely detailed in other cases ? usually involving soldiers of lower rank.
Sinclair could face life in prison if convicted on the most serious criminal offenses.
The female captain at the heart of the Sinclair case admitted she carried on a 3-year sexual relationship with Sinclair, who is married. Adultery is a crime under military law, and the admission could end her career.
She also testified at an evidentiary hearing early last month that she repeatedly tried to break off the affair with Sinclair, who she says threatened to kill her and her family if she told anyone about their frequent sexual liaisons in hotels, headquarters and war zones. The woman admitted she typically wanted to have sex with the general, though she said that on two occasions in Afghanistan he exposed himself and physically forced her to perform oral sex, even as she sobbed.
Although the allegations involve five women, she was the only one who says he used physical force.
Defense lawyers painted the female captain as a liar and a scorned lover who was trying to ruin Sinclair's life and military reputation. During the hearings they characterized her as a "crazy" and manipulative "back-stabber" who blamed others for her mistakes.
The Associated Press does not publicly identify victims of alleged sexual assaults.
Two female officers who had served with Sinclair testified last month that they had given the general nude photos at his request.
His wife, Rebecca Sinclair, stayed away from the dayslong military hearing but later went public with an opinion piece in The Washington Post. In that column she said she was not condoning her husband's infidelity, but she said that the decade of war has taken its toll on military couples and brought pressure on their marriages.
In an interview with the AP, Rebecca Sinclair said her husband called her last spring to tell her about the affair and allegations, and she said they were trying to mend their relationship.
Sinclair was deputy commander in charge of logistics and support for the 82nd Airborne Division in Afghanistan before being relieved in May during the criminal probe. He has been on special assignment since then at Fort Bragg.

JALALABAD, Afghanistan (Reuters) - Unknown gunmen shot dead a senior female government worker on Monday, officials in eastern Afghanistan said, five months after her predecessor was killed in a bomb attack.
Violence against women appears to be on the rise in Afghanistan, which activists and some lawmakers blame on what they say is waning interest in women's rights on the part of President Hamid Karzai's government, claims he denies.
Nadia Sediqqi, acting head of the women's affairs department in Laghman province, was killed as she headed to work in the capital Mehtar Lam, said the provincial governor's spokesman Sarhadi Zwak.
"They shot her as she was getting into a rickshaw," Zwak said of the attack about 150 km (93 miles) east of Kabul, adding that she worked without bodyguards -- a common situation for female government workers.

Sediqqi had replaced Hanifa Safi, who was killed in July by a car bomb that her family blamed on the Taliban.
Women who pursue careers in ultra-conservative Afghanistan often face opposition in a society where often they are ostracised, or worse, for mixing with men other than husbands or relatives.
Safi's son later told Reuters that authorities had ignored repeated requests for protection, echoing greater concerns that the safety of female government workers is not taken seriously by Kabul, despite commitments to better the rights of women 11 years into the NATO-led war.

Habr?n pasado 67 a?os desde que finalizara, pero la Segunda Guerra Mundial sigue siendo (y seguir? siendo durante mucho tiempo), no s?lo una de las ?pocas m?s fascinantes de la historia de la humanidad (desde una ?ptica que nada tenga que ver con el elogio de lo b?lico ni el holocausto, claro est?), sino una fuente inagotable de historias que a?o tras a?o, completan el gargantuesco puzzle que fueron los seis a?os que casi sumen al planeta en la oscuridad. De Shigeru Mizuki ya sab?amos algo de la contienda por su ?Operaci?n muerte?, la cr?tica hacia la crueldad del ej?rcito nip?n; pero ahora, en este segundo volumen de su ?Autobiograf?a?, el autor transmite en primera persona lo que supuso para ?l formar parte de la m?quinaria b?lica japonesa.
Adentrarse en cualquier obra de Shigeru Mizuki es hacerlo en el personal universo de un mangaka tan particular como genial. Particular por la forma en la que suele narrar sus obras, siempre desde la inmensa empat?a que siente hacia toda forma de vida y con un humor gr?fico que, incluso en las situaciones m?s crueles, es capaz de arrancar una sonrisa en el lector. Genial debido a que, da igual que sea una historia b?lica, una de terror, una costumbrista o la biograf?a de Hitler, el autor se adapta a la perfecci?n a las necesidades del relato sin que se generen fricciones en su desarrollo.
Resulta obvio pues que, a la hora de plasmar su propia existencia en vi?etas, la imbricaci?n entre ambos aspectos de su saber hacer sea del nivel que le hemos visto en los dos vol?menes publicados hasta ahora de su ?Autobiograf?a?. Y si en el primero el artista recordaba su infancia y preadolescencia, en este segundo nos lleva de la mano desde sus primeros pasos como pintor al decisivo momento en que fue llamado a filas durante la Segunda Guerra Mundial.
Dejando de lado el sentimiento patri?tico (ese que tan pocas veces podremos encontrar en un artista) Mizuki arremete sin tapujos contra el estamento militar y los intereses pol?ticos que llevaron a Jap?n a atacar Pearl Harbor en diciembre de 1941 obligando as? a miles de j?venes a enrolarse en la suicida misi?n que supon?a ?defender el honor de su pa?s?. Con el humor que le caracteriza, el autor hace que parte de la tragedia quede aplacada: aunque sepamos que la batalla de Guadalcanal fue un dantesco espect?culo de muerte, la grandeza del mangaka hace de ella un plato fuerte f?cil de digerir.
Y as?, cogidos de su firme (y ?nica) mano, vamos paseando por unos horrores que, en su recuerdo, y gracias al amable talante de su grafismo, son algo menos horrendos. Toda una proeza digna de alabanza y la confirmaci?n de que, de seguir as?, esta ?Autobiograf?a? terminar? siendo la mejor obra (al menos publicada en castellano) de un autor de esos que bien valen la pena conocer.
